Dataset Parameter value size limit set at 64 characters not 255.

Description

Data Set Parameter value size limit should be 255 characters as reported in this shipped Suggestion:  XRAYCLOUD-4335

How to reproduce

1. Create a Manual Type Test Issue
2. Try to create a Dataset with a parameter that has a value with 255 or less character length.

Actual result/Attachments
It won't be possible to save the 255 character parameter and an error message: "Dataset value must have a maximum of 64 characters" will show up:

Expected result

It should be possible to create Parameters with 255 characters or less without triggering an error.
