As a user, I should be allowed to reorder the Tests under Test Plan even when a filter is applied by using Drag and Drop Handle Column

We can reorder the Tests inside the Test Plan by using Drag and Drop Handle Column.

However, when we apply any filter, the screen readjusts and the Drag and Drop Handle Column does not appear(the Change Rank option on Actions is still available)

We need the Column Handle to work even when a filter is applied.
