Xray Performance Improvements - Job processing speed improvements on key endpoints

Problem:

Currently, during high-load periods our processing gets choked and custom experience is impacted.

• The API request might take longer to process the same data.
• The request itself might timeout which is very unfavorable.

These changes will allow more jobs to be processed concurrently and greatly improve the customer experience for our most popular endpoints.
