Xray Test Evolution Gadget is not appearing for Xray standard licenses

Xray Test Evolution Gadget does not appear for Xray standard licenses.

Steps to Reproduce:

• On the Jira Cloud instance having only the Xray standard, go the Gadget and try to search for Test Evolution.

Expected Result:

• The Test Evolution Gadget should appear. 

Actual Result:

The Test Evolution gadget does not appear. This gadget is only appearing after installing the Xray Enterprise.
