When clicking to add an empty attachment from an issue to the test step details, an 400 error message is displayed

Short Description: When an adding an attachment from an issue to the step test details, without actually picking the attachment, an 400 error message is displayed.

Steps to Reproduce:

1 - Navigate to a manual test issue

2 - In one of the steps click to add an attachment

3 - Select the option from an issue

4 - Click in "Add" button

5 - Do the previous steps, but this time from file

Actual Result: An error message 400 is displayed and for the from file option, the pop-up is closed

Expected Result: The "Add" button should be disabled until a attachment is selected. The same should happen for the add evidence pop-up in the test run page.
