When a Test Execution is in a disallowed Status to be executed, is not possible to direct assign a Test Run Assignee.

Description
Currently, when a Test Execution is in a disallowed Status to be executed, is not possible to direct assign a Test Run Assignee.

Pre-conditions

Configure a specific workflow status that is to be disallowed from being executed.

How to reproduce

1. Create a Test Execution, add a Test.
2. Transit the Test Execution to the disallowed Status.
3. Go to the Tests' table, at the end of the row, click on the three dots button and click on Assign

Actual result/Attachments

Is not possible to assign the Test Run, and an error 400 is thrown:

Expected result

The Test Run should be assignable.
