Tests and Test Plan issues are not 'linked' automatically to the Test Execution issue, when this one is created from the JIRA issue dialog link and when there are no Next Gen projects in the instance of the user

Short Description: Tests and Test Plan issues are not 'linked' automatically to the Test Execution issue, when this one is created from the JIRA issue dialog link and when there are no Next Gen projects in the instance of the user.

Steps to Reproduce:

1 - Make sure that no Next Gen projects exist in the instance of the user

2 - Make sure that there is a custom_field that is required associated the screens of a specific project

3 - Navigate to a Test Plan issue that has Tests in it

4 - Create a Test Execution issue from there

5 - Click in the link Jira issue dialog

6 - Create the Test Execution issue and navigate to it

Actual Result: No Tests or Test Plan are 'linked' automatically to the Test Execution issue

Expected Result: The Tests and Test Plan should be 'linked' to the Test Execution issue
