Description
Problem Statement
Multiple customers have requested the ability for Jira Admin to centrally disable the creation of new Test Environments by Project Admins or standard users. Currently in Xray Cloud:
- Projects can enable “Create Inline Test Environments” where users can create environments directly from the Test Execution page
- Environments created at project level become visible in the Global Test Environments list
There is no global governance control to prevent or restrict this behavior.
Problem
In large Jira instances:
- Project-level inline creation leads to uncontrolled environment proliferation
- Hundreds of environments are created without naming standards
- Global environment lists span multiple pages
- Reporting and execution consistency are impacted
- Cleanup requires manual intervention
This creates governance and scalability issues, particularly for Enterprise and regulated customers.
How the Customer Solves It Today
Current workaround:
- Periodic cleanup exercises
- Internal governance policies (not technically enforced)
Limitations:
- Reactive instead of preventive
- Time-consuming
- Error-prone
- Requires ongoing monitoring
Proposed Enhancement
Introduce a Global Governance Control under Xray Global Settings that allows administrators to:
Option A: Global Toggle
- Enable / Disable inline creation of Test Environments across all projects
Option B: Permission-Based Control
- Restrict Test Environment creation to:

- Xray Admins only
- Specific Jira groups
- Instance-level administrators
Option C: Governance Mode
- Allow only Global Test Environments to be used
- Completely prevent project-level creation
Impact
If implemented:
- Improved enterprise governance
- Cleaner and standardized environment catalog
- Reduced administrative overhead
- Better reporting accuracy
- Stronger scalability posture
