Sub-Test Execution creation shows priority outside the scope of the Priority Scheme

Description: 
While creating a Sub-Test Execution, the Priority dropdown shows the priorities, outside the scope of the current project.

Pre-conditions:

Create at least one Priority which is outside the current priority scheme. Make the Priority field a Required field.

How to reproduce

1. Open a Requirement and create a Sub-Test Execution and observe the list of Priorities
2. Select the Priority which is outside the scope of the current project
   
   Actual result/Attachments:
   The error appears if we select Priority, which is outside the scope of the current project
   
   Expected result:
   The issue create dialog should display the Priority options from the current Project.
