As a user, I cannot move steps without loading all

Description

When there are more than ten steps and the "Load all" field is available for presenting all the steps, if a new step is created and needs to be moved to a previous position within the steps, a confirmation message is received indicating that the step has been successfully moved. However, it is not possible to move the step to a rank preceding the "Load all" field.

Pre-conditions

Have more than 11 Test Steps

How to reproduce

1. Create a Test Step
2. Try to move it up in the Steps list
3. Move it to a step that is not displayed because it is in the "Load all"

Actual result/Attachments

Currently, the message "Step moved successfully" is presented, but the step is not moved.

Expected result

The Step should be moved as it is after being created.

Workaround

Create the step and then move it.
