In Test Steps, inserting a bullet point after a numbered step disrupts the continuation of the numerical sequence

Description
In the Test Steps section, if a numbered item is followed by a bullet point, the numbering sequence does not continue correctly. The same is not happening when performing the same test in Description, where the numerical sequence is preserved.

How to reproduce

1. Create a Test Step
2. Within the Test Step, enter a numbered list and insert bullet points between some of the numbers
3. Initially, the numerical sequence appears to be correct
4. However, after creating the Test Step, the numbering is no longer preserved
5. Repeat the same process in the _Description _field
6. In this case, the issue does not occur; the manually entered numerical sequence is preserved.

Actual result/Attachments

After creating the Test Step, the numerical sequence is disrupted and not preserved as initially entered.

Expected result

The numerical sequence should remain intact, even with bullet points inserted between numbers.
