Jira admins should be able to control which projects can have their project level settings override the global settings

Project level settings can be used to override the same settings at the global level. By definition, this removes some control from Jira admins and gives it to the Project admins. If this is an issue for certain users, there should be the option to enable/disable this feature.

Should consider a complete toggle off for the feature.
