The scroll bar on Test Steps misbehaves when the text is long and has images

Description: When text is too long and has images Test Steps scroll bar misbehaves

Pre-conditions: NA

How to reproduce

1. Create a Test Case.
2. Add 7 Test steps to it.
3. Add long texts in those Test steps and images on the Data field.
4. now while scrolling up and down, the scroll bar movement is not smooth, specially on lower steps.

Actual result/Attachments: The scroll bar is fluctuating 

Expected result: The scroll movements should be smooth.
