Test Repository locks for multiple users when ongoing large operations

Description

The customer states that the Test Repository is in use and is blocked from performing any functionality. This happens when some 'user' job blocks all of our users from working in the Test Repository, which can be through API or UI. There are jobs done by users that cause the system to be 'locked' for long periods or many days.

Pre-conditions

How to reproduce

1. When large operations or slow API calls occur on Test Repository, locks remain active for extended periods, blocking others.

Actual result/Attachments

Expected result

 There should be no lock for the Repository while performing operations from UI or API.
