Test Environemnts should keep their own properties (Description/URL) per project

Currently in Xray cloud, Environments created at the project level are also visible globally across all other projects. This leads to issues where different projects are unable to reuse the same Environment name (e.g., IOS) with their own description and URLs, as the Environment configurations are shared gobaly .

Ex.
Created IOS environment in Project A - that uses the Description: IOS Project A and URL: google.com
After this creation, this Environment is also presented globally.
When adding to another project, is not possible to set their own Description and URL for this project.
