Steps to Reproduce:
1 - Navigate to a Test details
2 - Add a few Preconditions to the test case and rank them
3 - Create a Test Run
4 - In the Test Run page, verify the Preconditions section

Actual Result: The Preconditions are order by key and not with the ranking entered in the test details page

Expected Result: The Preconditions should be presented order according to their ranking in the test details page
