Description

Public API authentication fails in Xray Enterprise.

Steps to reproduce:

Install Xray Enterprise.
Create an API key.
Call REST API authentication endpoint.

Expected result: Authentication succeeds and an authorization token is returned.

Actual result: Authentication fails with status code 403 and error "Invalid app license".
