Users without Jira Administrator permissions are unable to configure test statuses at the project level

Description
Changing test statuses in the project settings is currently verifying Jira Administrator permissions instead of Administer Projects permissions.

Pre-conditions
User has Administer Projects permission but is not a Jira Administrator.

Steps to Reproduce

1. Go to Project Settings -> Xray Settings
2. Navigate to the Test Statuses screen
3. Attempt to disable a test status

Actual Result / Attachments
The test status remains enabled.

Expected Result
The test status should be disabled at the project level.

Workaround
A Jira Administrator must perform the changes.
