As a Jira Admin, to have the possibility to delegate access to Usage Monitor

Summary - Allow Jira admins to delegate read-only access to Xray Usage Monitor to a defined user group (Project Admins).

Description - Currently, Usage Monitor is only visible to Jira admins. This creates bottlenecks for project teams who need visibility into entity growth and usage. Add an option in global Xray settings to configure a user group with access rights.

Acceptance Critera:

• Jira admins can assign one or more groups to view Usage Monitor.

• Delegated users can open Usage Monitor without Jira admin permissions.

• Delegated users see the same global data Jira admins see (cross-project).
