Users without Jira Administrator permissions are unable to configure test step statuses at the project level

This issue is similar to https://jira.getxray.app/browse/XRAYCLOUD-9361

Pre-conditions
User has Administer Projects permission but is not a Jira Administrator.

Steps to Reproduce

1. Go to Project Settings -> Xray Settings
2. Navigate to the Test Step Statuses screen
3. Attempt to disable a test step status

Actual Result:
The test status remains enabled.

Workaround
A Jira Administrator must perform the changes.
