After the issue types cache is disabled, the values continue to be cached leading to errors in the testing board page

When the testing board is accessed on the test executions or test repository pages, no data is displayed due to the cached issue type settings. After the issue type cache is disabled cached values are still being persisted and the request to obtain the updated values is not performed.

How to reproduce

1. Have two Jira instances with Xray installed and configured in the same location;
2. Create some tests and test executions in each instance;
3. Access the test repository in one of the instances;
4. Access the test repository on the other instance;

Actual Result

When accessing the testing board in the test execution or test repository page no data is displayed.

Expected result

The data of each page should be displayed.
