Issue property com.xpandit.xray.project.migration_ongoing not cleared after successful migration

After a successful Cloud migration, the issue property com.xpandit.xray.project.migration_ongoing remained set on issues belonging to the migrated projects.

This property is used during migration to flag issues as "in progress", ensuring that certain Xray operations do not run while data transfer is ongoing. However, since this property remained set after migration completion, it prevented the Document Generator-related options from being displayed on the migrated issues.
