Status of a Test Run is "?" when the custom Test Status is disabled for that project

Description
This issue happens when a custom Test Status is being used in a project where it is disabled.

Pre-conditions

How to reproduce

1. Create a custom Test Status, disable for Project "A"
2. Create a custom Test Step Status, this should be mapped to custom Test Status in step 1, enable for Project "A"
3. Create a Test, add a Test Step
4. Create a new Test Execution, and execute immediately
5. In the Test Run, go to Step 1, and select custom Test Step Status

Actual result/Attachments
The testing board page becomes blank

An error message appears if you refresh the page

View the Test issue, under the Test Runs, the status becomes "?"

Expected result
It should not be possible to map a Test Step Status to a Test Status that does not exist at project level

Workaround
Enable custom Test Status for affected project
