[Test Runs List Report]No ability to reconfigure report filter without reloading page

Preconditions:

1. Project is created

Steps to Reproduce:

1. Go to Reports/Reporting center > Select Test Runs List report
2. Generate report
3. Open Filters > Set conditions without match in project > Apply 
4. Close Information message 
5. Observe the system behavior

Actual Result: Filters placeholder is not displayed
