Test Run Comment cannot be edited after reaching the maximum limit

Description:

If there are a maximum of 8500 characters in the Test Run comment, it is not editable. However, this is not the same as the Test Steps on the Test issue.

How to reproduce

1. Create a Test Run and add 8500 characters in the Test Run Comment field. 
2. Have 32,767 characters in a Test Step field like Action/Data
3. Try to edit the Test Run Comment and Step fields.
   

Actual result/Attachments:

The Test Run Comment is not editable, but the Step field is editable.

Expected result:

The Test Run Comment should be editable like the Test Step fields.
