As a user, I want the Xray Test Case Importer to also import requirement issue types so that tests and requirements can be re-imported together with their links preserved

I want to be able to export tests and requirements, and then re-import both the tests and requirements in one go using the Test case importer, while keeping all the links between tests and requirements consistent.
