Templates are not available in the issues panel on the issue details page.

Steps to reproduce:

• Create a permissions scheme and add some issue types, templates, user permissions and projects.
• Go to issue detail page: <base_url>/browse/<issue_key>

Actual result:

The Xporter dashboard does not have any templates available to select from.

Expected result:

Show all possible templates for this issue.

Workaround:

On the issue detail page, use this feature: https://docs.getxporter.app/space/XPORTER/1409721/Single+Issue, or go to the issue search page and use a JQL to show only the issue you need.
