Project templates not showing/loading in the Issue Details

Description
When viewing issue details, the project templates are not visible.

Pre-conditions

• Have Xporter project templates configured in a project

How to reproduce

1. Go to top menu Issues >> Search Issues
2. Select an issue from a project with Xporter project templates configured (Note: the project templates will be visible here).
3. Click the Issue Key to go to the Issue Details
4. Click the Template dropdown list on Xporter panel

Actual result/Attachments
We should be able to see the Project Templates in the Template dropdown list

Expected result
No Project Template section is displayed in the Template dropdown list (only Global ones are displayed)

Workaround

Export the issue directly from the search view
