Thai characters are not exported in PDF format

Steps to reproduce:

• Insert some Thai characters in the Description field:

aaa

bbb

ccc

อักษรขอม, akson khom

(Thai: ปัลลวะ)

มหัพภาค or จุด, mahap phak or chut

• Use a template to export the issue in PDF format, with the following code:

${Description}

${wiki:Description}

Actual result:

The Thai characters are exported as squares:

Expected Result:

All the text should be correctly exported:

Workaround:

Export with the original format of the template (DOCX or XLSX), since with these formats, the problem doesn’t occur.
