Assignee field can be changed in Test Executions due to permissions in disallow workflow status

Description: The assignee field can be changed in Test Executions due to [Xray]Override assign Test Runs permissions in disallow workflow status.

Pre-conditions: NA

How to reproduce

1. Add a Test Execution status in Disallow executions with workflow statuses under Jira admin >> manage apps >> Miscellaneous settings.
2. Create a Test Execution under a Test case and change its status to disallowed status. 
3. Allow users under [Xray]Override assign Test Runs permissions.
4. The user can edit the assignee field in Test Executions even if the Test Execution is in disallowed workflow status.

Actual result/Attachments: The assignee field can be changed in Test Executions even if the Test Execution is in disallowed workflow status.

Expected result: The ** Assignee field should not be changed in Test Execution is in disallowed workflow status.
