jira.permission.create.clone = denied workflow property disables Add Test button in a requirement

Description
If we add the jira.permission.create.clone = denied property to a workflow status, this will make the "Add Tests" button in a requirement Test Coverage section to disappear.
It is still possible to add tests via Jira linking.

Pre-conditions

• Have a Workflow Status with the jira.permission.create.clone = denied property;
• Have an issue type mapped as requirement.

How to reproduce

1. Go to an Issue Type mapped as requirement
2. Change the Jira Status to the status with the property
3. Try to add tests

Actual result/Attachments
The "Add Tests" button is not visible (replication video attached)

Expected result
I should be able to add tests via Test Coverage
