 Add Tests button disappears from the Test coverage section of a Requirement when using jira.permission.createclone.user property in a specific Workflow Status 

How to reproduce

1. Add the restrict clone: jira.permission.createclone.user property to a specific Workflow status. 
   
2. Create a Story and move the Story to the same workflow status. 

Actual result/Attachments:

Add Tests button is removed from the Test Coverage. 

Expected result:

We should be able to access the Add Tests button under the Test Coverage.
