Inconsistent behavior when using "Max number of requirements per report or gadget" for Xray Traceability reports:

• By TestPlan enforces a limit with an unclear message,
• By Version ignores the limit

Expected Behavior:

• Both report types should consistently enforce the configured requirement limit

• When the limit is exceeded, show a clear message:
  "Limit of requirements per was exceeded."
