"Max number of requirements per report" setting should limit the number of results in the final output of the Traceability Report

Steps to reproduce:

• Navigate to Xray - Traceability Report
  Fill in filters with “project = 11302 AND  issue in testPlanRequirements("ABCD-XXXX")"

Actual Result:

• No matched requirements found. is listed
  On Clicking on Export - The file is empty and only headers are visible

Expected Result:

• Traceability Report should be displayed
  ON Clicking on export, the data should be downloaded

Note:

• If user clicks on the Quick Filter option, the data gets displayed on the UI, but on export, it is not exported
