Convert the Tests project page to a Report

The Tests project tab must now be included in the new reports page. 

A new report "Tests" should provide a list of Tests and their current status.

Aim: see all relevant Tests and analyze them in some version/environment

Filters:

• Component
• Issue key or Summary

or...

• saved filter (for selecting Test issues)

Analysis:

• Project (by default, the current project)
• Test Environment (inferred from the Project)
• Version (inferred from the Project)

Columns (default ones):

• Test key
• Test summary
• Test Type
• status (calculated status)
