Convert the Test Sets project page to a Report

The Test Sets project tab must now be included in the new reports page. 

A new report "Test Sets" should provide a list of Test Sets and their current status.

Aim: see all relevant Test Sets and analyze them in some version/environment

Filters:

• Fix Version
• Component
• Issue key or Summary

or...

• saved filter (for selecting Test Set issues)

Analysis:

• Project (by default, the current project)
• Test Environment (inferred from the Project)
• Version (inferred from the Project)

Columns (default ones):

• Test Set key
• Test Set summary
• Fix Version/s
• Test Count
• status (calculated status)
