As system, notifications can be sent when a Test or a PreCondition is updated

As system, notifications can be sent when a Test or a PreCondition is updated.

For this, Xray must create a new event named "Test or Pre-Condition Updated" that shall be triggered when:

• steps of a manual Test are changed/added/removed/reorder/cloned
• Test type and Scenario Type change
• Generic Definition field from a Generic Test is changed
• Scenario/Scenario Outline of a Cucumber Test is changed
• Condition field of a PreCondition (no matter its type) is changed

 Notifications for this event can be configured in the Notification Scheme.

Note: Jira's "issue updated" event shall not be triggered for the above mentioned changes.
