As a user, I can quickly create Test Executions for the selected environment in the Test Plan issue screen

Related with  XRAY-4759, in a specific section showing the Test Environments consolidated status, as a user, I can quickly create Test Execution(s) for the selected environment.

• ability to quickly create a Test Execution for the environment, choosing which status to consider (e.g. only the Tests failed in that environment)
• nice-to-have: 
  • ability to bulk  create Test Execution for the selected environments, choosing which status to consider (e.g. only the Tests failed in that environment)
