Zephyr Migration tool does not take into account Inactive users when creating new Test Plan Issues

During the migration process the user who created (created by) the Zephyr Cycle is mapped to the Test Plan Issue Reporter.

The problem with this is the user may be inactive and Jira does not permit the creation of Issues where the reporter is an inactive user. This is being validated by the Reporter system field.

The Zephyr migration tool is already taking in account possible inexistent users, by instead mapping the reporter to the current user running the migration process. It should follow the same approach for inactive users.
