The HP ALM/QC importer does not import all Test Steps when the order value is zero in database table

Description
The HP ALM/QC importer does not import all Test Steps when the values in the column DS_STEP_ORDER start with the value 0 (zero).

Pre-conditions
An HP ALM/QC instance with value 0 (zero) in the column DS_STEP_ORDER in the table DESSTEPS, for at list one Test case.

How to reproduce

1. Run the HP ALM/QC importer

Actual result/Attachments
Don't import all the steps; steps with the value 0 (zero) in the column DS_STEP_ORDER are not be imported.

Expected result
Import all the test case steps (even if the column DS_STEP_ORDER has a value 0).
