When browsing a Requirement and using the Workflow Property jira.permission.createclone.denied, the Add/Create Tests/Test Executions is missing

Steps to reproduce: 

• Edit the project workflow and add the property jira.permission.createclone.denied to the first status (user case)  
• Browse a project Requirement

Expected behavior is to have, under Test Coverage, buttons to add/create issues:

Actual behavior, buttons are missing: 

Notice that the property being there already triggers this behavior, no matter which property value (true,false) you add to it.
