Test execution view details should be accessible if user is assignee or test run was initialized

Description

The view details button should be visible if the user is the test run assignee or the test run was initiated.

How to reproduce

1. Create a test run without initializing
2. Assign it to a user
3. Create a filter with that test execution
4. Create a test run list gadget
