Fix version field is misbehaving in Defect Traceability Report

Description: The Fix version field is misbehaving in the Defect Traceability Report.

Pre-conditions: NA

How to reproduce

1. Go to Defect Traceability Report.
2. Click on the filter and select a project.
3. The Fix version field is showing all Fix versions and is not specific to the project.

Actual result/Attachments: All Fix versions are visible. 

Expected result: Project-specific fix version should appear.
