As a system, when the Test Plan, Test Set, Test Execution or Pre-Condition is "Closed" should not be possible to associate Tests to them

    Description

      When the workflow status of the Test Plan/Test Set/Test Execution is "Closed" it should not be possible to associate Tests to them. Currently even if the status of these entities is closed, it's possible to do this association if it's done from the Test or Test Repository/Test Plan Board.

      Steps to Reproduce

      Step Result
      Change the Test Plan/Test Set to Closed (5 Tests)
      Do the association from the Test to the closed Test Plan
      The association with the Test Plan is done
      From the Test Plan it's possible to see the new Test associated (6 Tests)

      The same steps/behaviour with the Test Sets and Pre-conditions
