When importing data from QC, if the value for Step Order starts at 0, Tests will be migrated with a missing step

When importing data from QC, if the value for Step Order starts at 0, Tests will be migrated with a missing step.

The following message will appear on logs:

"2021-01-08 11:17:06,705 INFO - 1 - Move operation to out of bounds index"

 On the QC side, we can check the Step Order for failed Tests and they should show at least the started step with Order = 0:

Workaround: 

Users reported that a SQL update on the QC side to change the Step Order will fix the issue. Please make sure you have a backup of your data if you attempt this workaround.
